Disregard for IV

No. since I don't have many stardust.. the max I collected was 170.000. but I see players with 1 millon like WTF how many hours do you play to have THAT much.

I am very selective and I have 7 best pokemon 88% and above IV. Which are lvl 29. The rest are what they are apart from some prestigers that I spent some dust on but not much.

I won't evolve a mon with low ivs but I will keep mons that I catch in the wild that have good movesets regardless of the IVs.

I'm level 36 with almost 8,000,000 XP. I have definitely learned that the right strategy is to focus hard on the high IVs. Along the way I have invested in low-IV mons that could really help me in battling (e.g., the DB/DC Dragonite I caught at 58% IV); however, as the game rolls on you learn that you will eventually get better specimens...unless you are only developing the highest-IV ones.

That said, I personally value moves > IV, and can only hope that one day they implement TMs or moveset rerolls, or breeding, or something besides RNG. That is the day when keeping your highest-IV mons (and saving candies and dust) pays off.

Even if you do not check IVs, maxing out a lot of pokemon will eventually filter out the higher IVs as being the pokemon with higher CP. Checking IVs just saves you stardust and candy, allowing you to get more higher CP pokemon.

The idea of disregarding IV's and using the strongest pokemon you can get is contradictory. The strongest pokemons you can get by definition have high IV's. This is less of an issue up to level 30 or so, where I think CP is more important, but as you get to higher levels beyond 30, differentiation is smaller, and IV's become much more important. A high IV mon with a good moveset can always be powered up.

Unless i find it in the wild and has high cp i keep it for different purposes, but not wasting dust and candy in low iv pokemons

Not entirely, but I will disregard IVs for attackers that won't be holding a gym spot. I look more at moveset and levels to get powerful mons that conserve/optimize dust and candy.

there is a gym here nearby with several gyarados 2940-2990 CP, and one above 3000 CP. So yeah IV in a city makes the difference if you are on top of bottom of the gym.
