I think a way to prevent cheaters is to not protect the privacy of cheaters (and add this to the TOS), and that way, the number of cheaters should decrease significantly because they don't want their personal information (along with the cheating apps) being acknowledged by Niantic.

Make the game less frustrating.
Fix rural gameplay.
Eliminate regionals.
Implement a proper tracker and raid map.
In Singapore, having multiple accounts was rare under the old gym system (turnover was high so there were always gyms to prestige), but became the norm due to raids and the current gym system (with golden razzberries and no prestiging).
We have large „district” group on messenger (250+, active players 50+).
Recently we noticed huge amount of spoofers, so we made little step to punish them - on group anounce only hour of raid, default without password.
We wait at place, If the spoofers appears we let them to burn passes and go to private group ;)
LMAO, reminds me of how TQ Digital "solved" their botter problems in Conquer Online: add auto-leveling AI and Path Finding AI. Then everyone basically had a legal bot. That however seems to take the whole "work hard and achieve greatness" out of that game, much like a joystick would from PGO, along with people probably getting fatter.
The only ones who would be saved by that would be rural players but Niantic could solve it by adding more spawns, gyms, and pokestops, just give PGO players a way to submit a pokestop without having to play Ingress too.
This would fix:
Rural amount of Pokemon
Disabled people being able to play
Socioeconomic disparity: (If you're not rich, you can't complete dex)
Safety: Some places in the world aren't safe to traverse
It would stop "legits/purists" from reporting people from their high cloud of ethical superiority (LOL)
