Discharge & Magnet Bomb

On Magneton, if I remember correctly these moves weren’t very good and low on the ratings. Now discharge is the preferred attacking charge move and magnet bomb the defensive. Is this because Magneton is rather fragile and can’t take a hit? The larger bar moves leave him open longer to getting caught in the charge moves of the mons he’s up against?
