A different wich one to power up Question

So, this is my Machamp team.

I am afraid I won't be able to solo him on Cloudy weather, so I can do 2 things:

-Switch my Rayquaza for a 14/15/15 C/DG Gardevoir
-Power up my Lugia to the last ES breakpoint

My Lugia is lvl 26 and the last ES breakpoint is 31,5
My Gardevoir is lvl 20 and has a Confusion breakpoint at 31

The questions are: Which one of them is a more relevant win condition vs CLOUDY WEATHER Machamp? Which one of them has more uses outside Machamp raids?

PS:
I am going to power up both of them, but right now I only have rarecandies for one.
Please don't tell me to power up Lugia first because it's 100 shiny, I know how lucky I was to get one (it is my only 100).

Rayquaza has more uses outside of machamp raids but that Lugia is a one-of-a-kind trophy. I'd power up the Ray first I didn't have enough RCs tho...

The question was between Gardevoir and Lugia LOL
Rayquaza is only 80% with 12 attack and double air moves, so I don't think it's worth the candies, it's just filling the team.

Haha sorry, then definetely the Lugia. I wouldn't spend rare candies on a Gardevoir.

They do, but not as much as some people make it seem like.

In which ways do iv matter is it for battle

For battling yes. You were linked the article on breakpoints below, basically higher attack IV reaches breakpoints with fewer powerups, ie. you save stardust when getting the mon to its optimum efficiency. Likewise with def and hp IVs there're these things called bulkpoints which let your mon survive a certain number of hits. Higher IV lets you reach the bulkpoint at a lower level.

Power up a better Rayquaza.

The Lugia, it is also better against steel moves as it can tank those. A Gardevoir cannot tank steel moves as they are super effective. With a Lugia at level 30, you can handle any moveset in any weather. With Gardevoir at 30 you cannot.

What is a es breakpoint

because of how the damage formula works, the damage done by a move is always rounded to a whole number, a breakpoint is where at a certain level with a certain attack IV a pokemon's fast move will do 1 more damage per use than the level before. here is GP's article on it

There is a calculator here at Gamepress. Go to Calculators, and then pick Breakpoint Calc. Choose the raid boss, weather and your pokemon and calculate. Then, you need to know your pokemon’s attack IV, and check it from the graph.
