Dialga CP and HP

When I check Dialga's CP and HP at level 40 in the CP calculator, I found that one with IV 14/15/15 (HP is 14) will get 4029CP and 173HP, and a hundo will get 4038CP and also 173HP. Does it mean these two perform the same although their CPs are different?

Yep, a 98% Dialga with 14 stamina is functionally identical to a 100% Dialga. There's a handful of Mons like this (Kyogre and Groudon being two of them) where, due to rounding, their HP ends up the same whether their stamina IV is a 14 or a 15.
