Defining time of charge move

What is the exact time, at which the damage of a charge move is applied to the opponent? When I initiate the move or at the end of the cool down period? Or is it applied gradually during the cool down?

I am thinking of a situation, where I hit the defender with a charge move for the win. But during the cool down, he hits me with quick moves, which would knock me out before the cool down is finished.

Personally this is my strategy for battling, assuming I'm using a pokemon with nearest to half the CP of my enemy with a type advantage. For ASAP prestige of course... I start the match and dodge the first TWO basic attacks, they seem to come out faster. Then I hit with my basic 2-5 times depending on what move it is, and dodge the next incoming basic. Repeat until they begin a different animation and dodge their special. I attack with charge move now, always waiting until after a dodge to counter. This allows me to mitigate as much incoming damage as possible, without taking damage from a charge move while I charge by mistake. Watch out for double body slams / dragon pulse, aqua tail. :'D

Every charge move has its own timing at which damage is applied.

For example, search for Snorlax and scroll down to the 《Charge Moves》 section. The bar below [More Info] shows you when the damage is applied (after the yellow section labelled 0.7s).

I think once the "flash" starts on the animation theres a dodge window which varies by move. After this window passes the move has been dodged or not and damage is applied.
