Charizard 2 is a better defender. Because the top tier water types are going to defeat Charizard regardless of movesets. But I think you should put Charizard 1 in gym since you don't have better Pokémons, you should use Charizard 2 for attacking gyms. I hope that is enough information for you to decide.

I don't have much good Pokémon. I want to defend a gym. The best I have are 2 Charizards:
1. Charizard- Air Slash/Dragon Claw
2. Charizard- Fire Spin/Dragon Claw
I live in a rural area and raid battles are not very available here. So TM is not available here. So please pick the better or at least less worse gym defender for me. There are some factors that Fire Spin has higher DPS and EPS but it does less damage to water types. So please try your best to pick the better one.
