Damge window start/end/duration?

At the starter of the battle against snorlax I also noticed that a lick one can attack me once even if I give up instantly( the game will neglect the damage though) but the ZH one is still trying to jump and gather his psychic power :D.

So other than CD there is one more mechanic which in fact has already been stated b4 called Damage window(DW), DW starting time ,and ending time like the old data in this site https://pkmngotrading.com/wiki/Damage_Window
In thesilphroad they mention DW but not the starting time and ending time.
