None of them are worth it to be honest, especially with only 2 ctm that you practically can’t guarantee anything with. If I had to pick one, do zapdos.

Save them for stronger legendaries or tyranitar if you ever find a good one

My last 2 CTM were used on a lucky 151415 Ttar to get it Crunch.

Safe them for gen 4.

Is that a Shadow Claw Gengar?! I’d use them on that and max that out! He’s is amazing against Mewtwo, and will work great against giratina.

SC Gengar does great damage, but doesn't hang around long. Great if you have an army of them and lots of revives, or one to hit leadoff.

I use an army of Gengars, only two have Shadow Claw. They are amazing for short-manning Mewtwo. With him being around for two more weeks, I think investing in Gengars is a smart move. Plus the CP rework has shown Gengar to get a bump in CP.

I think they will work amazing against Giratina as well.

Definitely none of the above (pokemon, that is, not answers).

When Gen4 pops, you'll evolve Magnezone, Rhyperior, Mamoswine, Tangrowth, Roserade, Electivire, Glaceon, Leafeon, and probably some others I forgot. You'll want them to have the right movesets.
Further, with the rebalance coming, it might end up that some of these movesets end up being better than what you'd TM them to right now. (Sure, moves weren't mentioned in the announcement, but a rebalance and shift could affect anything.)

I currently have 16 CTMs, and am not willing to spend them on anything unless it's urgent, until after G4 drops, the rebalance is understood, and we know what's what. Acting on incomplete information often leads one to non-optimal decisions.

Likely your first question will be "What do I need to take out Giratina?" We know it's Dragon/Ghost, so weak to Fairy, Ice, Dark, Dragon, and Ghost. Ttar looks solid with Bite/Crunch, unless Giratina has a fighting move. SB Mewtwo will be good unless Giratina counters with Ghost moves too. And all the Dragons will do well unless it counters with Dragon moves. But we don't know, and we won't until it pops. And then one might need several TMs to get the right moves on the right pokemon. So hang on to the two you have until you KNOW what you need them for.

Giratina's attack stat isnt close to that of Rayquaza, altered form's actually significantly lower, yes the dragon moves will do a lot of damage after a while, but DPS is all that overly matters in this game so i'd use it on the dragons, and they also do more agaisnt it than tyrantiar because crunch is kinda bad so it lags in dps

Personally I’d use it on Gengar to get Shadow Ball, that or just hold onto them until gen 4. There will be a lot of candidates then.

Save the TMs for now, but keep this list in mind. I would prioritize the Dragonites for Outrage, Gengar for Shadow Ball and Raikou for Wild Charge... if you don't have some already.
