A couple general Rayquaza questions

My current best counters are:
1. DT/O Dragonite at level 39
2. FB/B Lapras at level 30
3. FB/IB Articuno at level 30
4-8. Five Cloysters at levels 28-31 with ivs in the 80-91 range with either avalanche or blizzard.
9-13. Some boosted Walrein with mediocre ivs (all in need of at least one tm that I'm not too excited about using on a Walrein)
Somewhere in the middle: my Golem squad

1. Is it worth it to power up a Jynx (15A/10D/14S with FB/A) from level 20?
2. Is it worthwhile to bring the best of the Cloysters up to level 35 or higher?
3. Would it be worth it to power up another Lapras (Level 20 12/15/15 FB/B)?

I typically raid with 4-8 people, occasionally as many as 12. What would you do in my shoes?
