Could Egg IV be below 10?

Has anyone recently hatched a Pokémon whose ATK or DEF or STM IV is below ten (i.e., <= 9) ?
GamePress says that according to its most up-to-date egg IV research, egg mon no longer has IVs below 10. But my friend claimed that he hatched a class III (50-66% IV) Pokémon, which clearly obeys the conclusion (even a 10/10/10 would be a class II one).
Need confirmation. Thanks.

We logged 418 hatches and none of them had an IV below 10. The lowest IV hatches were 10/10/10, which occurred 4 times.

May I ask: out of those eggs, which is the earliest one to get picked and when is that? It just came to me that hmy friend could hatch an egg long long ago.
