Consensus on which legendary worth max out
It seems that mewtwo and raikou worth maxing out at large.
How about groudon or ho-oh? any consensus here? Thanks.

There is also the conundrum of maxing out one legendary vs moving two to the low/mid 30s.
Personally, I'm taking a lot of legendaries to the low-mid 30s and have not yet maxed any. I've taken a single Mewtwo and Raikou to high 30s, but nothing is maxed. On the other hand, overall, I have a Lugia, 3 Raikou, Moltres, Groudon, Entei, and Mewtwo all leveled above 30. Rare candy is the limiting factor for me and I try to reserve all of it for legendary power ups.
Groudon for sure. It's the top of its type in all generations and has a mega evolution. Ho-Oh not so much unless it gets a moveset upgrade even though it has stellar stats. Moltres, Entei and Zapdos are very good legendaries for now although later gens will see them overshadowed, but that's true for Raikou too. Kyogre will also be top of its type forever so worth maxing out when we get one.
As to whether it's better to max out one or power up multiples it depends on what you're using them for and how are your other options. Against Kyogre raids, getting as many Raikous to L30+ as you can is far better than maxing one or two because Raikou is so good compared to any other mon. (Groudon is a close second but not as consistent against any moveset.)
I use Entei all the time in gyms. Flamethrower is an excellent charge move for that aspect of the game: it's got two bars and you can usually fire it off and still be able to dodge the next attack to increase your potion efficiency. Fire is more useful than the "general consensus" would have you believe, and you can still profitably use that Entei in raids where Fire is effective, with only a modest decrease in performance as compared to Overheat.
Moltres may have more raw power and a couple extra handy resistances, but Overheat is not a good choice past the first round of a fully powered gym.
As for Groudon and Kyogre, though they stand at the top of their types as far as the eye can see, I've already got three high-level all-Water Gyarados (with the same move set as Kyogre) and no immediate need for a Ground attacker, so I am going to keep them on the shelf until a later date.
Unless you just love it, Ho-Oh is a No-Go.
I have only two legendaries so far (late arrival to t5 raids) and would totally power up my Suicune to the final breakpoint if I had the rare candy :) But I don't....
So my plan is to at least bring my 25 Groudon to 30 and my highest (now 28, need candy!) to the highest breakpoint. Maxing him out would be nice, but unless I get a lot more candy I don't have that luxury.
I think having several legendaries at 30+ is better than one of each maxed.

Got 3 boosted Ho-Oh, 5 boosted Groudon. A lot of Entei candy, but not a super IV one 15/14/11; decided on 2nd Moltres b/c IVs better. I'll probably take a Groudon to 33 or 35. Keep on storing rare candies in the above as I need bag space. Rather gradually increase their levels.***I did the 2nd Lugia b/c was the toughest to beat and very difficult to catch, plus 91% pretty good. Guess potion efficiency main gain with another one. My best Raikou will stay my highest level legendary, maybe not max, but 38 or so
I maxed out a Raikou, and a Ho-Ho. I have no regrets about either. The Ho-oh has a good combination of damage output and survive-ability for beating down gyms. I might eventually max out a Zapdos and a Mewtwo. The others don't seem to be typed in a way that makes maxing them out useful, but I have leveled one of each up to 30, except for Suicune.
