Compare offensive/defensive power of movesets?

Is there an updated resource or spreadsheet on the attacking and defending % capabilities of movesets compared to one another? I'm trying to determine if I should power up a 96% Steel Wing/Outrage Dragonite or evolve trying to get a Dragon Tail/Outrage

That's not a bad defensive moveset.
If Dratini candies are rare for you, than I'd definitely power it up. If you evolve another one odds are you'll get a worse moveset and end up with 2 low level useless mons.
But if candies are not an issue, but stardust is, than I'd try for a better one (which I actually did).

Steel Wing is super effective against nearly all the Dragon counters.

This page has a section which addresses the difference between optimal and other movesets.
It is based on defence, but it is still a useful information and can be related to attack too.
