Basis on below:
"This move CANNOT be TM'd, it can only be obtained by catching/evolving a Dratini/Dragonair during Community Day hours"

Does it mean the dratini or dragonair doesn't need to be the one caught during the event, but ought to be evolved during the three hours limit?

Hey, thanks for pointing this out. It's unclear whether or not it just has to be evolved during the event, or acquired. The post has been updated.

Yeah it would be great to get a complete confirmation of this. I have a couple of really good Dratini that I'd like to get Draco Meteor on if possible.

I did not understand, can the Dragonite get the move after evolution from Dratini?
