I only have access to the infinite incubator, what is the order of eggs I should be incubating to get the most out of the 1/4 distance during the Squirtle community day?

If you only have the infinite incubator, then you should use it on 2km eggs first, then 5km>7km>10km.
2km eggs are the most efficient, although you might lose some distance because of the refresh time (4 minutes, probably 8 like last CD)

The other important point is that any egg that starts incubating during the event gets the reduced distance, even if it runs over. So try and finish by placing a final 10 k egg just before the CD ends, and you can walk the 2.5 k at your leisure.
