clarification on attack stat IV

just need some clarification here

i have a 93 iv moltres- att 14, stam 15, def 13. i also have an 82 iv- attack 15, stam 10, def 12. the cp ceiling is obviously higher on the 93iv one. i have others with better ivs than 82, but the 82 is the only moltres i have with 15iv for att. the 93iv is my best appraisal for moltres.

now in the interest of future power ups, im curious which one should be powered up. my knowledge tells me the 93iv, but i keep reading on here that attack stat being 15 is more impt than cp ceiling because when the mon hits a certain level the attacks do more damage only if the stat is 15. can anyone confirm this and if so, should i power up the mon with the 15 att over the way higher iv? the end cp for the 93 is 3197 (at level 39) as opposed to 3160 for the 82iv. thanks!

It is a dilemma because of this:

In the current raid meta, the attack stat is by far the most important stat. Right now it is all about dishing out the most damage in the least amount of time. A high defense stat might even be a detriment here, because while you will last longer, you will gain energu slower, so in the current meta it goes attack > stamina > defense.

However, that is just the current meta. Nobody knows what the future brings. Given that, the 93% suddenly looks a lot more interesting.

Finally, in actual battles there are so many random factors. These two Moltres you have will perform almost identically. You will likely never notice any difference.

In other words: if you like the idea of your having a 93% moltres, go for that one. You'll likely never know the difference. On the other hand, if you are a hardcore raid min-maxer, then the 82% will probably do a teeny bit more damage (while lasting a teeny bit shorter) in most cases.

Whatever you do, it won't make much of a difference.

EDIT: Also bear in mind that a single extra power up or two will make the effective attack stat of the 93% as good as the 82%, so that is also an option.

I would go with the 93%, but that's just me.

The damage that they do will still go up after a certain level if their attack stat isn't 15; it will just take a slightly higher level for it to happen.

For example:
Against Venusaur, Fire Spin will go from doing 14 damage to 15 at level 34 with a 15 attack stat.
If the attack is 14, it will do 15 damage at level 34.5

For me, definitely the 93%.

I'm having a hard time to understand this paranoia for pokemons with attack below 15. It's like saying that a lvl 39 Ttar will not perform any better against Mewtwo than a 15 attack lvl 28 just because it reaches the fast attack ceiling at that level. With higher defense and stamina IV you might just be able to squeeze out an extra charge move before you faint. 93 is better than 82 and that's it.
