If they have the same CP, the one with a lower lever has overall better IVs (@GofessorOak :P )
In another question (one or two pages ago) a good guy linked a tool to calculate IVs, if you like search for it!
The one with overall better IVs will have a higher CP value once maxed out.
When deciding which one to evolve, consider also the moveset they have, and which stat (attack, defense, stamina) you think is most important for your Pokémon, because it's entirely possible that one has 15 Atk, 0 Def, 0 Stamina, and the other 5 Atk, 10 Def, 10 Stamina. The second will probably have a higher CP cap, but the first will always have a better attack.
Generally, this, but it should be known that (as the examples below show) that the CP formula more heavily weighs attack.
Take the example of these Dragonite using Nisto's numbers.
At max level (40), the 15/0/0 (IV total 15) Dragonite would have an attack stat of 209.43, a defense of 167.54, and an HP of 143.83.
The other Dragonite (5/10/10, IV total 25) would have an attack stat of 201.53, a defense of 175.47. and an HP of 151.74.
The CP of the first Dragonite would be 3251 while the CP of the second would be 3288. But, if we consider another Dragonite at level 40 with A/D/St IV's of 15/5/5 (also IV total 25), that Dragonite would yet have a CP of 3334, because the CP formula more heavily weighs attack.
All this said, it's likely that battle actually occurs with a pokemon's true attack, defense, and HP stats being used to perform calculations, not with two pokemon's CP being used for such. A pokemon's level may or may not enter the equation.
