Charmander Rarity?
I'm currently level 26 and lives in a city in Philippines and i had not seen a single charmander yet. How is that possible?

It's normal. Starters are rare spawns. If your biome is anything that doesn't include many fire types, you are likely to find charmander only in nests. That's why charmeleon and the other starters are available in T1 raids.
I live in a water biome city. Played from day one of PoGo and only found wild charmander in nests and during events.
Sources of charmander:
> Fire biomes (look for areas where you see various fire types spawned frequently)
> Sunny weather.
> Nests (it would be more of the same mon spawned about hourly to once every few hours)
> 5 km eggs.
There's also the Charmeleon raid going on, but if you also want Charmander dex entry, the other options will get you one eventually.
