Charmander evolve dilema

Should I evolve into Charizard:
Charmander 617CP (73iv) or Charmander 108CP (87iv)
Btw. Charmander is very rare in my area so what do you think?

I'd probably go with the higher CP if you're hoping for something useful for attacking or defending gyms. Your small one is about level 5 and the large one seems to be about 27/28. Fully evolved, the little guy will only be about 350 CP, where the bigger one will be about 2000 CP. That's a huge investment in stardust(89,000) and candy(90) to power up a level 5 to where the larger one already is at.
If you're just looking for a pokedex completion and possibly something to use for powering up gyms then you've got a bit more of a dilemma. You can always hold out for a bigger one with better IV, but with how rare they are, I'd personally probably go with the 73% one you already have.

If you're rushing, go with the higher CP so you can do stuff with it as soon as you have a Charizard. I know some here will disagree but I'll go with the higher IV. Yeah, I know. Stardust and Candies but I can always farm them plus I can make him my buddy for the candy. I just don't keep any Pokémon with lower IV than 82.2% and terrible moveset. Just my preference. Unless it's a Lapras etc.

Im level 33 and im only 8 candys away from my first charizard and i pick up the charmander which cp meter is almost full but has bad iv.
It would take me ages to power up charmander with lover cp but better iv and we are talking about pokemon that isnt even that usefull.

Exactly. So, I'm not gonna rush. A higer level / CP Flareon is easier to get. That's why I would choose the one with the higher IV despite low CP. My Pokémons are my trophy. I only keep 82.2% with great movesets. Just my preference.

I'd choose the higher IV one.

I was about to evolve a 84% gloom with high cp and the day I finished collecting the candies I found a 100% oddish with a much lower level (like 100 cp). Took me a while to choose but I went with the 100% one all the way to vileplume and now its maxed up and I have a perfect vileplume with the perfect moveset.

Stardust and candies are hard to get but not impossible. IV, on the other hand, will never change and it will limit your pokemon's power.

I'd say go with the higher CP Charmander.

I think 100% IV is a special case - I'll evolve any 100% IV mon regardless of level. For this instance, on the other hand, I would evolve the higher CP Charmander. IMO Charizard is not especially useful, except as an entry in your pokedex, so I wouldn't ever consider investing any stardust on it. Given that condition, even if you don't level it up any more, the current high CP Charmander would yield a decent attacker and/or prestiger Charizard, whereas the low CP Charmander wouldn't be any good for battling at all. (Another thought - the difference between a 73% and 87% IV Charizard is only like 1%).

I would wait, you will eventually hatch a better one than both of those in a 2km egg.

Especially since they removed pidgey and rattata

If your area is anything like mine, be prepared for sore feet if you decide on the lower cp one. I've caught two in the wild (I'm lv32) and they've been a rare hatch. 90km to go before I finally complete the UK Pokedex and nail Charizard... I'd go with 73% or wait for an egg hatch if you don't mind a lvl20.

Id recommend waiting as well. At some point they may release the Mega option on starters and IV might be a bigger factor there. Dont you think without high or max CP, Iv's mean nothing? I feel like if I dont fight with my mons then why build them.
