Charmander Evolution

I know Moltres is a thing, but I 1. Don't have one :/, and 2. Like Charizard more. But that's not important. I live by a Charmander nest, and get a lot of them a day. Rn, I have a few I could evolve immediatly.
CP: 503 IV'S Att:13 HP: 12 Def: 14
CP: 411 IV's Att: 15 HP: 15 Def: 7
Both are technically above 80, so should I evolve either? Should I wait until the end of this migration and try to get a better one? And if I don't, which should I evolve?
