I would power him up for sure, but wait until the end of the event in case you get many candies you can try to evolve another one and see what you get.

Is it going to be close to a perfect Charizard? The answer to that would be yes. The difference between Flamethrower and Fire Blast comes down to personal preference. Do you want a higher damage move that leaves you unable to dodge the next attack, or do you want a faster move that does.

In a battle the difference between the two moves won't be much, like 2 seconds at most probably.

Both moves are good, Fire Blast does more damage but Flamethrower isn't bad either.

What's the CP though of the Charizard? Depending on your area's meta, I would not power up the Charizard, because it's Flying/Fire typing gives it an advantage over Arcanine / Flareon for prestiging - double resistance to grass moves.

That's not to say you can't use it for attacking enemy gyms with, but I think it has more use as a prestiger, kind of like Omastar.

Thx. I have been reading your replies and u always give good advise. He is level 20 hatched from egg. Just got enough candies these few days to evolve it. Charizard is always my fav Pokémon even he is not as strong as others.

Gym battling isn't very difficult, so if using Charizard is more fun for you than using Flareon or Arcanine, I would say power it up.

One thing to note is that Lapras ice moves do 0.8x damage to Flareon / Arcanine but 1x damage because of Charizard's flying typing. With dodging even bad matchups are still winnable though, so you should do whatever makes you enjoy the game more.
