Charizar 95% IV

My rules are I will only evolve Pokemon with 82% IVs or higher, and I will only power up Pokemon with 90% IVs or higher AND the best move set. I feel it's wasted materials otherwise. But then I don't have a 95% Charizard.

I would personally power it up. Wing Attack is a great fast attack and Flamethrower, although a bit weaker than Fire Blast DPS wise, is much more flexible in battle since it has a shorter duration. Wing Attack + Flamethrower Charizard is also great for both Defense AND offense, so you have a fairly versatile Pokemon.
