Actually, DW is Damage Window - it's the delay between the activation of the charge move and the application of the damage. Things like Hydro Pump, Stone Edge, and Hydro Cannon all have small damage windows, while things like Hyper Beam, Outrage, and Solar Beam have large damage windows. The yellow flash occurs 0.7 seconds before the damage for a move is applied when used by a defending Pokemon. This may seem odd, since some charge moves have damage windows less than 0.7 seconds, but this is possible because the defending AI decides whether to use a charge move during the fast move before.
You are right in thinking that Stamina doesn't play a role in breakpoints, and right again in thinking that raid bosses have max IVs - except for Stamina, since that is a fixed value based on the level of the raid.

Charge Moves and Breakpoint Question
Gamepress has something listed as DW under charge move of pokemon. What is that? I'm guessing it's dodge window but it also mentions something about 0.7s for a yellow flash. How do they relate to each other?
Is the breakpoint calculator based on the idea that the raid boss has max stamina and defense IVs? So 2 of the same raid boss will have the same def stat? I think Stamina wouldn't play a role in breakpoints.
