Charge Delay (500 ms?)exist or not?

It's so clearly it is exist.
Any evidence supports it is not?

Can I use another move Before the charge move's animation ends,which compensate the delay? any video analysis exists?

The word "Charge Delay" comes from here:

If I understand the question right there is no extra delay for charge moves. Only quick moves have extra delay when defending. When using charge moves or when attacking with any move the only delay is the move's base cooldown depending on the move.
