Catching lv31 pokemon at trainer lv26?

Returning player here,
Today I caught 2 poison type mons in cloudy day and they were lv31 (6000 stardust to power up) so I have few questions :
- As i'm a lv26 trainer, shouldn't my mons be lv26 at best?
- Does it mean that when i hit lv27 i still won't be able to power up my lv31 mons?
- I heard a weather boosted mons gets +5 lv, so I guess this is where this gap comes from, does that mean i can't catch lv26+ mons without any weather boost?
- Does it mean that a lv30 trainer can catch up to lv35 mons?
If anyone could clarify how pokemon lv work, it would be very helpful (sorry if it has been asked many times)

Answers

1) You can catch wild pokemon (and power them up to) your trainer level+2.
2) No, until you are level 30, you will be unable to power up your weather boosted mon past 31, at which point they can be level 32.
3) Yes, a level 30 trainer can catch level 30 (highest non weatherboosted) and level 35 (highest boosted) mon. They will not be able to power up the weatherboosted until level 34.

All identical pokemon caught by level 30+ trainers are identical (that is: if we both caught the same Bulbasaur from the same spawn in game, they would have identical stats and level).
