Candies on buddy system wrong?

Today I made a Kadabra my buddy because I still need candy for my Alakazam. Then, I realized the buddy system rewarded me with one candy every 3 km. Is that alright? ?? Since Abra got moved to 2km eggs, shouldn't it be one candy per km?!
Sorry if this sounds foolish, but it got me really confused.

Certain Pokémon have greater candy distance than others in the same egg category. Starters are 3 km as well. Togepi got moved to 2 km eggs and requires five
