Can you get TMs from level 1/2 raids?

I've had terrible luck with getting TM's, but yes, I got a fast one from a solo Muk takedown.

Yes you could.
Currently had defeated 4 level 4 raid, only have 1 TMs, so i will say is all about luck.

Yes but less likely compared to Lv 4 raids.

I got a fast tm on my first raid! Haven't seen one since... I've done one raid a day.

I've only gotten one out of five successful raids (it was a level 3). Today, my daughter and I defeated a level 3 boss, and I got no TM's, but she got TWO charge TM's.

2x magmar raid (level 2)
- charge TM
- fast TM

1x electabuzz raid = no TM

1x level 4 lapras raid = no TM
