Can’t power up Kyogre

I have two Kyogre that are not fully powered up, I am level 40. Yet, I cannot power them up. After I pressed the power up button, the confirmation button just doesn’t show up. I can power up other Pokemon’s without any problem.

Have anyone experienced this and know how to fix it?

The power up button is there, just that it doesn’t give any response when pressed. A screenshot won’t show anything.

Remove them from any battle or raid parties then try again. Known glitch when trying to power up.

Is it a glitch, though?
Isn't it a feature to prevent having a Pokemon become higher CP than the league the team is for?

Thanks a lot! They were both in a raid party. I can now power them up after removing them from the party!
