Buizel now a Tier 1 raid .. was this announced?

A new Gen 4 mon (Buizel) is now available as a Tier 1 Raid as one just popped up near me. Some sites reported that 7 new Gen 4 sprites were seen in the traffic but has there been any announcement that new Gen 4 mons are out? 2 of the new sprites are evolutions of existing Mons (Mismagius and Dusknoir) thus maybe we are getting closer to the better evolutions like Rhyperior and Electrivire etc

Edit: the announcement just came out, looks like only 3 of the 7 new sprites is available and not Mismagius or Dusknoir.
