Is Bubblestrategy work?

As we all know after Niantic change the move cooldown times, the bubble move from 2.3s to 1.2s. So, I don't use bubble move, and use Confusionstrategy. (By the way, gastly can kill the bubble horsea with lick in theory)

I prepare 7 units of level 1 Kadabra with (9 def IVs) and with Confusion as a defender, and level 1 Gastly with (13 atk IVs) and with Lick move as an attacker.
I hope I can get 1400XP in the Eggstravaganza event, but I was disappointed.
I try two types of phone which is Sony E4 and Samsung Note 4 but it does not work in result.

12CP Gastly, 24CP Kadabra, I should get 200 XP in this event, but the theory of Confusionstrategy does not work.

I realize that the Gastly attack 3 times, then the HP of Kadabra became red colour( I predict it was remain 2HP), then it pause 2-3seconds or so call Kadabra ignore my later lick moves, then my first Gastly sacrifice ,then second Gastly also sacrifice, then third Gastly can kill the first Kadabra. Which means, the Kadabra was use the Confusion two time until the third pause which 2 seconds pause give my Gastly to "kill" it. My first and second Gastly did not "revive itself".

Even I use a 2level (23CP)Caterpie with Bug Bite
also can't "kill" the Kadabra, same thing with Gastly.

Question:
1. Is Gym machine change?(May be attacker have 1 second pause after the combat start)
2. Is Bubblestrategy work?

Could be due to random variation of move timing. If I'm not mistaken, a random value from 1 to 2 seconds is chosen and then added to the duration of a defender's quick move.

If this is the case, and you're unfortunate to only get +1 second then it might not be enough to defeat the defender in time, whereas with the old Bubble it was slow enough that you could take down a Bubble defender even with the lowest random time added.

I tried using an Electrode with Volt Switch, using a Gastly to attack. It worked sometimes but wasn't consistent at all. Like maybe 1 in 5 tries actually worked, maybe even less, despite Gastly having no attack IV requirement.

As for Caterpie, it depends on the defence IV of the Kadabra as well as the Caterpie's attack IV, it's not a guaranteed matchup unlike Gastly.

The reason the Kadabra "ignores" your moves is because of lag. What is being displayed on screen isn't necessarily what's happening on server side. On your screen your Pokemon might be attacking but on the server your Pokemon could already have fainted.

If your first attacker faints then your second is pretty much guaranteed because defenders perform a second attack soon after their first. If your first attacker faints, the defender's second attack should have already hit your second attacker before it even has a chance to switch in, but it takes time for your phone to register it, and by the time you get the signal saying that your second attacker should have fainted already, the Kadabra's probably used Confusion again and killed your third attacker, so if you don't want to waste revives, your second Pokemon should be something that isn't a Bubblestrat attacker that you can just transfer once it faints.

Thanks a lot for your answer, and also your example:"Electrode with Volt Switch". I think that the gym machine was change, because Niantic don't want players level up by Gym using Bubblestrat.

A few minutes ago, I download the GoDex app and simulate your example and my case. The results showed that Gastly dying in 0.9second in these two case. And, the battle start after 0.7second(99.3s).

Seem the defender will attack after 0.9second(98.4s) even the move is need longer time like 2.3s.
So the conclusion is the Bubblestrat does not work if Niantic is not prefer to change back to past.
