Male Venusaur + Female Venusaur = Shiny Bulbasaur.

Is breeding between two final evos of the same species a good and exclusive way to introduce shinies?

My vote is for a 100% IV Female mated to a 100% IV Male = 100% IV Shiny.

But you know that if appraisal says that STA=ATK=DEF, and then it says whatever it says in your team that means IV 15, you "officially" and according to "Niantic Bible" know it's 100% IV, right?

In the games pokemon from eggs (breeding) have better ivs than "its parents, and also a "better chance of a shiny", if the breeding is made between pokemon from different regions (JPN male/ USA female, for example), this "art" is called the Masuda method. Even this way it will take you hundreds of eggs to find your shiny. It could be implemented with trades.
