Bought a new smartphone.. but cant log in..

I just bought a new smartphone, then installed Pokemon Go app, then tried to open it and.....

It always gets stuck in the "Niantic" white screen, anyone else knows how to fix this problem?

Is 'location services' turned on?

Many devices have it off by default

Yes, i tried re-installed, clearing cache, files, etc.. but still wont load.. dunno why.
