Imagine your next raid is against a Kyogre with Waterfall / Blizzard. What mons should I power up to counter this nightmare?

I Think this comment is fairly underrated: magneton evolves next generation, powering up a good iv one is a solid investment! Also resisting thunder, blizzard, and dragon tail is also a plus.
Yes, it’s lacking hp compared to other options, and it might not be as solid as Raikou, however it is possible that the OP doesn’t live in an active Pokémon Go community and therefore may not have access to legendary raids to the same extent that connected players have. Just wanted to shed light!
Ludicolo probably isn’t a bad bet either but it’s typing can only do itself so much justice with an attack stat of 173 :/
I agree with you that Magneton with Discharge as a multibar charge move is an interesting option against Kyogre. It should be able to get off some charge moves before it faints. I have checked my inventory and I have a 96% that I consider powering up for the fun of it. But since discharge is a legacy move, it is not possible to obtain now, unfortunately
Having relevant resistances doesn't unfortunately help Magneton much with its low stats. It has less DPS and TDO against Blizzard movesets than Raikou, Groudon, Zapdos, Sceptile, Jolteon and Ho-Oh. Venusaur and Victreebel have better DPS than Magneton and are pretty much the same in regards to tankiness.
But lacking any of the aforementioned in sufficient numbers or just wanting to power up a high IV Magneton in anticipation of Magnezone, it's certainly not a bad counter.
Magneton has decent attack stats (223 base attack stats which is the same as Sceptile). On Pokebattler Magneton performs quite similar to Sceptile against Blizzard Kyogre, slightly better with Dragon tail as Kyogre's fast move and distinctly worse with Waterfall. If the argument for Sceptile is its multibar charge move, the same should go for discharge, but neither of them are optimal of course..
If you don't already have 6 raikou (lets face it, most of us don't) prepare some glass teams if you have them.
The main aim is to maximise damage output before kyogre casts a single blizzard (you have to assume blizzard will destroy everything that is not raikou or groudon because of the dodge glitch).
You want something that has a multi-bar move that is super effective (grass, electric), regardless of how tanky it is.
Off the top of my head: Jolteon, Zapdos, Victreebel, Sceptile
If blizzard is going to one shot your exeggutor anyway with the dodge glitch, the DPS is going down the drain if you can't even get off your charge move (zapdos does have TB)
Sceptile is going to be a great counter because leaf blade. Use victreebel too if you have it. Jolteon actually might survive a blizzard but I'm not sure. Zapdos probably won't. These four can squish in the most DPS before getting wrecked by blizzard
Then you can move down to the best neutral DPS attackers with multibars:
Dragonite sounds stupid but it does provide nearly the best neutral DPS in the game. If Exeggutor can't launch a solar beam, dragonite actually pulls ahead if it can at least hit an outrage. Gengar functions just as well as Dragonite here, it will work as far as kyogre casting blizzard.
Groudon is also an interesting pick but I will not elect to use it for blizzard kyogre, only thunder kyogre.
If you are looking for something that doesn't get one-shot by Blizzard, I'm afraid Raikou is not a great idea. It will not survive one hit, even at level 40. Neither will Zapdos, or any of the Grass type Pokemon except Ludicolo. Magneton is the only electric type that can survive a Blizzard and still put out decent DPS, but it has to be well above level 30. If you have one like that, more power to you.
Groudon can likely take two hits, and Solar Beam Groudon is Super Effective. Ho-Oh has a good chance of surviving two hits and can also wield Solar Beam. Mewtwo is another solid choice that can tank a Blizzard if needed, with great albeit neutral DPS. So my Blizzard squad is going to be made up of these guys. I just don't think I can get enough damage out of Leaf Blade Sceptile and Victreebel, if they die so fast that I have to bring 2 or even 3 teams.
Think about the prevailing weather in your area too. I'm most likely going to be fighting Kyogre in Cloudy weather, so high neutral DPS that gets boosted by Cloudy is a good plan... like Machamp, Hariyama, even Focus Blast Mewtwo. Now if I ever saw Clear conditions I might be more inclined to look at those Leaf Blade guys.
If you play enough and you are on here thinking about your best options, then you'll likely do pretty good. Trouble is all those other people that don't spin and save enough. They are going to be resource zapped after the first rush of Kyogre raids. After that first blitz is done...well, that's when you'll need them to do better than they likely will
