I, respectfully, disagree with this sight that hyperbeam is better than psychic on defense. I live in a biome where chansey/Blissey aren't as rare as in other biomes so I have battled them a ton. And in those many battles I get hit with psychic WAY more than I get hit with hyper beam. It's not even close! Psychic hits so much quicker than hyper beam. For example, battled a gym with 2 blisseys in it earlier today and got hit by psychic 3 times and by hyper beam 0 times. And that's about how it usually is in my experience. Hyper beam is obviously better on offense but I would never attack with them cuz they're not potion efficient and there are simply way better options for attack. Quick moves aren't as drastic of a difference and both have their perks. I will say that having a high attack stat is also important for cp, followed by def. So if it's a 10/15/15 Blissey, I might hold off on powering it up until I had enough candies to take it to the desired cp for your level, just in case you hatch/catch a better one by then. Especially with the increased 10k eggs

This they say on this site, Blissey doesn't have a bad moveset. I believe it depends on the player AND the particular Blissey. Is psychic harder to dodge? Yes, but you still take damage from a dodged move, so you still take damage when you dodge a hyper beam. The reason I say it depends on the Blissey is because of my experience with one around here. It is a 3043 Blissey, and I'm assuming it has 15 stamina, because they thing is a legit timeout threat. It has like 6 wins and I would bet money those are from timeouts. The issue is TIMING the hyper beam. If you start swiping as soon as you see her getting ready to use HB, all 3 times she does it, you will most likely timeout because of those few extra seconds you spent swiping. Because of that Blissey, I needed to build up a new pokemon...Now I have a Blissey slaying Eggy...and he resists psychic. That being said, all options are great and psychic is still a great charge move.
Yes, I completely agree that she doesn't have a bad moveset. In fact, all her movesets are pretty good, with dazzling gleam having the obvious edge with excellent type coverage, fairly quick hitting, and her only double bar option. But the OP sounded disappointed with getting psychic, and I was simply trying let him know that there is nothing to be disappointed about! Timing out is a huge thing with Blissey, and I def won't argue that! But, I also find health to be important too, because if you want to battle mons deeper into the gym after beating a Blissey mid way through (the less times you have to beat a Blissey, the better so you want to take as much prestige off with each gym battle as possible), you want to have enough health left to do so, and even with taking a quarter of the strong dps & stab hyper beam, getting hit with psychic a few times takes way more health, leaving me with less mons for the rest of the gym battle. But for reals, all are good and have their advantages. Blisseys are the only thing I really have had a lot of luck with, which I am extremely grateful for (as you can see, I do not live in a water/dratini biome with no gyarados in my top and only 1 dragonite so it's nice to finally have some relevant defenders)
Fully agree with Bosstin, although I think HB is more useful than implied because even though you normally will not get hit by it, it still makes you waste precious time while you wait for the yellow flash.
Which brings me to my main point: if you power up this Blissey as opposed to evolving a new one, you will have an additional 50 candies to spend on it. The corresponding difference in HP may be more crucial than the moveset given that Blisseys biggest gun is still its bulk.
In addition, you don't know what Niantic may do to Blissey in the future, so having a strong P/Psy one up and running sooner might turn out more beneficial than putting a zh/dg one in action later. And if Blissey does not get nerfed? No big deal, yours will still be the best defender mon no matter its moveset.
Oh, well if we are trying to make the OP feel good, my big Blissey is ZH/P. I powered her up to level 33.5 before running out of candies. She has been sitting in a gym since then...In the mean time I have evolved a 2288 ZH/DG and a 2669 P/DG Blissey...so obviously my psychic one doesn't have a problem staying in a gym...
I would also say power up, best defender hands down no matter what move set.

Personally this move set is worst for me, but i power upped my chansey to cp1300+ long time ago and have been collecting candys for evolve only.
So whatever move set i get im definatly happy.
Faced the same choice - best Chancey (A15, D14, S13 = 93% IV but 96% CP) evolved with the same P/Psy moveset. I had another 89% Chancey waiting, and exactly 60 candies. So I got to 66 candies walking, and said screw it the big girl will get all the candy - enough to take her to level 30. Glad I did, she's been earning coin while I walk with the lower buddy, who will not ever get candy until I have enough to take #1 to over 3K!

The only thing I'd add is if you plan to power it up, make sure the CP is high enough to not be at the bottom or near bottom of a gym...
Someone left a 2400 one in my area and I ignored prestiging it in favor of another gym.
Glad it was quickly taken down same day after it was stuck a 25k prestige or so...
Maybe we don't care about our fellow team members since it seems like they're also the ones shaving us off, but help yourself and powerup and only put down a Blissey if it's not way way down the bottom.
To your question, if Att=15, I'd power up assuming this is the only Blissey I had and enough candies to not sit at the bottom.
