Blastoise woes

So I was about to evolve a Blastoise and I thought I had a great target for it. One of my one 100% pokemon - a level 20 Squirtle. Looked like a nobrainer, but then I caught a 82% level 28 Squirtle. I only have 157 Squirtle candy and just evolving it to Blastoise costs 125 of them, so I couldn't power up the level 20 one very much even if I wanted to.

On the one hand, if it is purely a trophy pokemon, then I would evolve the 100% no question. But if Blastoise is actually useful, then maybe it makes better sense to evolve the level 28 one?

What do you think?

The 100% would make a good prestiger but if you want to power up I'd say go for the one that saves resources since Blastoise isn't exactly meta-game material

I would go with 100%. Better trophy. High lvl Blastoise is not good at the moment.

You can either have a trophy with high IVs or a trophy with a high cp. Among water mons he is not good so save your dust imo.

I went for my 100% Squirtle amd prioritize best IVs.

In the past I did the opposite and regret it (1st Muk and 1st Charizard).

but on the LONG term I got many more candies...so now I'm fine

Blastoise is a cool looking pokemon, that has no niche, where it surpasses any other pokemon. In each application, it will be number 2 or worse, mostly behind vaporeon.
Thus, it is not rational to invest her, it is just a trophy.

A 100%-Pokemon is a trophy too (to non-cheaters).

I would build a 100%-Blastoise as a (double-)trophy.

I was in a similar (not exact) situation with Rhydon.

A L28 78%IV or a L20 93%IV. I had exactly 50 candies.

I powered up the L28 because I wanted a viable defender, and I wanted it now. Saving the L20 for later...

However, not sure I would do the same in your case. There is no real need for a high level Blastoise - you probably already have a Vaporeon that will do everything as well or better. So, evolve the 100%IV one, and keep it.

I'm planning to keep all my 100%IV Pokemon. Right now, the only one I have is a Beedrill though...

Whichever one you decide to evolve, if it gets Water Gun + Hydro Pump then it will most certainly be useful. Blastoise is a slightly worse Vaporeon, which is still really good.

Blastoise was a slightly worse Vaporeon before the nerf, now it's slightly better Starmie at best.

It depends.

If you are planning to use Blastoise in a long run and get more candies for him: the 100% one.

If you don't plan to power up him and just have him around: the 82%.

It all depends on if you will really use this mon all the time like one of your favourites and have the patience to farm candies or you don't care so much about him and have no patience to farm candies.

I think you have convinced me to evolve the 100%'er. I have so few 100% pokemon - actually the only other one I know of is my 100% Rhydon, which evolved with the worst possible moveset, so that was heartbreaking. I do want that 100% Blastoise! I'll keep the level 28 around for when I get a ton of Squirtle candy again.

100% at level 20 will be 1309cp, which is usable for prestige.
82% at level 28 will be somewhere around 1750~1800cp, which might occasionally be useful if you are not aiming for half CP for prestige.

Either way, Water Gun/Hydro Pump is the only really useful moveset, IMO.

Blastoids is useful for prestiging and level 20 ones with good IVs are in the perfect CP range IMO. With Vaporeons, it's hard since level 20 Vaps have too high CP to make them useful...

I still use a Bite/Hydropump to prestige since that's all I have and his DEF stat is decent to not take much damage...

You can always get dust and candies with patience, but you cant change the iv from the pokemon, the 100% is the one you should evolve, besides you dont know if the moveset will get you bummed so betterhave a 100% bummed than 82%
