Blastoise usable?

I have evolved 2 high IV Blastoise with the worst 2 move sets known to man. I transferred them almost immediately...

Today I caught my first wild one. Best move set, horrible IV. He's a level 23 with 1 hp/4 def but 15 attack.

With such a high attack value and best move set is those guy usable?

If this Blastoise's CP is at prestiging range, then he/she still have some uses. Otherwise, not worth the dust or candy.

Could not ageee more I love Blastoise and see less use for it than a 1300-400 Vape w/ WG/HP. It's the least usable of the 3 gen 1 starters for me.

Yes, blastoise and the other 2 starters are good prestigers

If you really like Blastoise then you should wait to get or evolve another one with at least 82% iv or more

Supposedly, blastoise and wartortl are the best water prestigers besides lapras due to their tankiness relative to their attack. Lapras isn't necessarily the best either since the ice typing can be a drawback.

Blastoise isn't a tank. It has high defence yes, but the HP is pretty poor in comparison to lapras and vaporeon. Besides, other great water prestigers exist, like golduck and starmie.

Golduck and starmie are some of the worst. They are high attack with low defense/stamina. If you are looking for something that will get the job done quickly they are good, but if you are looking for doing a lot of damage before fainting per CP point, they are inefficient.

Blastoise is more CP efficient than vaporeon according to this spreadsheet. This means that it is a better tank and can deal more damage before fainting per CP point.
