Blast Burn Charizard Attack Rating

I noticed on the GamePress Pokemon list that Venusaur is given a 4.5 attack rating with the addition of its limited move Frenzy Plant. This can be seen at the bottom of Pokemon - Rating with legacy move. Would a Charizard remain a 3.5 with Blast Burn in its moveset, or would it be considered a higher rating? Flareon has a 4.0 rating and I'm sure from all the guides I've read, a Blast Burn Charizard would be preferred.
