Big IV differences when preparing for PvP

So I'm looking to power up a pokemon for the upcoming Tempest Cup, checking the IVs of all that I currently have and using the CP-calculator to find out how close each will come to 1500. (Ill keep which pokemon it is a secret)

In this case I have two pokemon that get very close, but have very different IVs:
-- 1st pokemon: 12-atk 11-def 10-hp, Final CP: 1498
-- 2nd pokemon: 1-atk 1-def 1-hp, Final CP: 1496

I've heard that having lower IV totals can actually help you in PvP, and in this case, the second pokemon needs about 3-4 more powerups to reach it's 'final CP' number than the first pokemon does. Yet, the one with the better IVs does get marginally closer to 1500. In this case, which one would you choose and why?

You've heard wrong. For CP-limited leagues, you want a low attack IV, not a low IV total. This is because attack stat matters more in CP calculation, so pokemon with low attack IV can squeeze in more total stats while staying under the CP cap.

The optimal IV spread depends heavily on the pokemon, and for the most part anything that hits between 1495-1500 tends to be pretty decent for great league. You need to use a dedicated stat product calculator to find out what IVs are the best, but in your case both have pretty even IV spreads and hit close 1500 so there isn't going to be much difference between them anyway. I recommend picking the one that takes less powerups.

Generally speaking, because attack is weighted in the CP formula, higher defense*stamina is more important. An IV distribution with low attack and high defense can help push a few more points into defense.

If you are wanting serious min-maxing, look for one of the PVP spreadsheets posted on the SilphRoad reddit. You can input pokemon species and IVs, then it can output the closest level and CP under the CP cap and show the calculated attack, defense, and stamina stats to compare with other IV combinations.

Agree. So, unless you want to be obsessive about it, look for low attack high defense and stamina combinations that power up to at or just under the cap.

For example, got a 11/15/15 (ads) Raikou as a research breakthrough in January. One power-up would put it at CP 1505. But if it had a 10 attack, one power up would put it at CP 1499, a great place to be for a GL Raikou without trading it. The 0/15/15 would be better (or whatever falls close to that at CP 1500), but 10/15/15 is just fine, and will fight at least 98% as effectively as the leveled up 0/15/15, probably closer to 99.5%.
