Better choice of stardust?

Trying to plan for the future raids the best I can. I was looking for a good ice counter to fight Dragonite or a good psychic counter for the inevitable Mew/Mewtwo raids. Choices are:

84% Lapras with Frost Breath/Ice Beam
91% Scizor with Fury Cutter/Iron Head
98% Articuno with Frost Breath/Ice Beam
96% Cloyster with Frost Breath/Avalanche
87% Jynx with Frost Breath/Avalanche

Got all the appropriate resources to level any of these Pokemon to level 30. The Scizor would require a Charged TM to get X-Scissor but I hear he is a very solid bug pokemon. I literally don't have any ice Pokemon though so Dragonite raids are going to be rough for me.

Keep in mind 2/6 Dragonite bosses (those w/o dragon moves) will be best countered with a DT/O Dragonite. Assuming you have the most Cloyster candies, that is a good option. If you need to unload rare candy: Articuno effective in almost every case.

I do have a good Dragonite with DT/O so I'm not completely screwed against him. I have enough Cloyster candy to completely max him if I wanted to. I also have plenty of rare candy for the Articuno if needed.

How are raids? how many shows up?

I live on a college campus so plenty of people show up. I'm very fortunate in that regard, however I'm not one of those people that just throw in w/e Pokemon I can. I try my best to get the appropriate counters and to do as much damage as possible, so I would like to be as prepared as I can.

I would do this: Tyranitar Stone Edge isn't a horrible option against Dragonite. I'm going straight Tyranitar as big as I can get them vs Mewtwo****I had 5 B/C and 1 B/SE---Just rolled a charge TM and got what I wanted...now 4 B/C and 2 B/SE. Most times I'm gonna save an anchor spot against Dragonite (Hurr or HB) with a B/SE
