better than 100% IV？

Is this Dragonite has a Cp that is greater than the "theoretical maximum value"? I used the IV calculator finding that the Dragonite with 100% IV can only reach 3175 as the trainer achieves level 32. Does anyone know the reason about this?

I know the secret but will never reveal it. Btw is just a method to get an extra power up. Not a big deal.
