Is it even fair to assume new moves will come with the rework? They could come with the next major update, or when gen 3 comes out.

NO new moves coming IMO
but pokemon might get other moves already existent in the game
(for exemple Dark Pulse on Tyranitar)

No they're not. What we call "gym rework" Niantic calls "introducing more cooperative gameplay". The only move changes that would result in this that I can think of are making all moves suck so hard that everyone times out against everything. Since that's unlikely, assuming moveset changes now is stupid in every way possible. And I think I know where this belief is coming from. It's from "don't power up before gym rework". But it doesn't mean that new moves come. It means that THE SAME moves may become more or less relevent because of the changes to gym mechanics.

The wait won't be too long so I guess hold on a few days unless you really want a B/C one if you think they could remove Bite or Crunch from Tyranitar.

Don't think we gonna get new moves with this update, gym rework itself is the actual update. I expect moves to be added with each generation, so probably we get new moves whenever gen3 releases.

I hope that they change the existant moves in some kind of way, like making Psychic again a 2 bar move and fix other ones that need to be fixed asap, but nothing more than that.

I would love to see psychic and petal blizzard changes back to 2 bar moves. I would also like to see some pokemon get an option for a charge move that is less than 1 bar. I'm looking at you Ampharos!

Yes - the one-bar issue is a serious problem for Rhydon, Heracross, Slowking, and a handful of others as well. Would significantly improve their defensive standing to give them a multi-bar move.

B/SE Tyranitar is arguably the best attacker in the game, if you like to dodge quick moves. I'd consider it the most important attacker in the game, due to its value against the game's toughest defenders -- Blissey and Snorlax. B/SE is the best Tyranitar moveset against all of the big 7 defenders.

If psychic and/or ghost gym defenders become a common thing after the rework, then B/C will be more useful (but not by much over B/SE), Niantic did say legendaries with be released this summer. B/C would be a few seconds faster against Mewtoo than B/SE, with both movesets ending the match at similar health. However, if it were me, I'd hold off for a few days and see what changes with the rework.

Every future generation has psychic type legendaries though. I think from this perspective, B/C holds some merit

I'm indifferent; here's what im thinking:

For holding off:
- possible moveset changes (rock throw ^^ )

For evolving now:
- even if obtaining a less ideal moveset, it May become legacy and gain some trading value in the future
- to obtain b/se or b/c (or if they become legacy as well)

I've said it before here but I doubt he gets "better" moves. I would not miss out on bite for the risk either. He already performs incredibly well as an attacker and I doubt Niantic plans to make such an already strong mon outclass generalists like Dragonite or trash legendary defenders any more than he already will.
