Honestly I am of the humble opinion that Kingdra is better off with DB/OR to be a vaporeon counter. I suppose to a certain extent, it is also good against SW/Hurricane Dragonites.

WG/HP variants are essentially weaker vaporeons, and blizzard doesn't get STAB.

Hence the double dragon moveset is the only way in which Kingdra can shine.

If you are using Kingdra against Dragonite, then Outrage and Blizzard are both x1.25 x1.25.

If you want to use it against Vaporeon, then Outrage is the better option.

All of his move are good but His stat is the issue...

I only have one, but it's a 2023 DB/O and I am ecstatic about him. First, DB is my favorite quick move of all...being really quick, you know. And Outrage, great, and new/fresh. I usually reserve my Kingdra for when I face Vape and Dnite back to back, which is often of course. It wrecks Vape because the Vape can't damage it, and then wrecks Dnite for the opposite reason. My favorite Gen2 attacker so far for sure. I will be maxing him out!

My Kingdra has DB/B, with100% IV and powered up to CP 2216 (lvl 34). The first time I used it, it destroyed a ~3000 CP DB/HB Dragonite, with only dodging the single hyper beam the Dragonite was able to launch. My Kingdra had about 50% of its HP left.

I had considerably more trouble with a DB/DP Dragonite. Even when successfully dodging the multiple dragon pulses, the damage taken was greater than against the HB Dragonite. I was able to win, but it was closer, and the times that I missed a dodge on dragon pulse, my Kingdra was killed instantly (this was a high level enemy gym I was soloing, so I had multiple battles against the Dragonite).

The lack of STAB does not, by itself, render a move inferior to a completely different move that has STAB.

Imo you want DB/O for Vape counter, but if you get WG/HP you have an unreal Fire counter, although that's less useful.

I got DB/HP and was disappointed.

DB/OR and DB/HP are probably tied for best offensive movesets, but I give the nod to DB/OR because you don't really need any Water-type offensive moves considering that Vaporeon is a more obtainable and better Water-type attacker.
