Best new Lugia counter

Since we have new powerful pokemon who is the best counter to Hydro pump lugia, who will you be using?
My possible New considerations
Mewtwo shadow ball
Gardevoir shadow ball
Articuno
Zapdos
Raikou
Anymore?

- Raikou/Zapdos
- Mewtwo
- Rayquaza/Dragonite (If it's Extrasensory)
- Kyogre (If it's Dragon Tail)

I'm still going to go Tyranitar-heavy for the battles - hoping a maxed one can take a hydro pump at full hp but doubtful. Also from Pokebattler's pov I don't see my Gardevoir performing spectacularly - perhaps it does need that double resistance to really make waves.

Dragonite tanks a stab outrage from rayquaza.

I would imagine Ttar can tank a non-stab HP with a lower attack from lugia with higher bulk than dragonite.

Maxed Tyranitar can take a hydro pump at much less than full hp actually. Just checked Pokebattler and Tyranitar takes 84 damage from HP, which leaves it with 85 hp left, enough to tank 12 dragon tails and still live. So that means with a 15def/15hp Tyra you can try to dodge HP without activating the dodge glitch if at more than half life and without dodging, the Tyra will live until the second HP pretty much 100% of the time.

Raikou should be far ahead. Does the best SE damage and pulls away from Ttar against hydro pump by doing more damage and by not being weak to hydro pump. Against future sight Ttar is far ahead, and they're probably about even against sky attack.

Mewtwo will not be as high DPS, Gardevoir won't survive HP anyway, Articuno lacks DPS, Zapdos is a worse Raikou

B/C are pretty weak moves, just keep that in mind. Gyarados may take another Hydro Pump but is that really worth justifying non-STAB and much lower stats?

Doesn't do enough damage I think. Bulk is passable though and may have some TDO edge.

HP Gary is actually a bit better than C Gary according to sims. Which is strictly worse than Kyogre, Raikou and Articuno against Hydro Pump movesets and not that big of a TDO improvement over Zapdos, Mewtwo and Tyranitar, which have much better DPS.

Gary is viable if lacking legendaries or enough Tyras though.

For me, in Pokebattler, Raikou (even at lvl 30) pulls ahead of a lvl 40 Tyranitar on any moveset DPS-wise. For both Future Sight move sets, Tyranitar pulls ahead in power by 7.5-8% though (which is 50% of Raikou's power).

Easily Raikou for me, as I have one at lvl 40 and one at lvl 30. After that it's all Tyranitar, of which I have way more and higher/better ones. After the first six it's Mewtwo, Zapdos, and some more Tyranitar.

I am surprised to see Tyranitar is not the top 5 DPS per pokebattler

Well it is top 5 DPS at all levels below Jolteon's TS breakpoint. Which tells both about the huge importance of low damage fast cooldown move breakpoints and the overall importance of movesets, which lets a 232 base attack Jolteon out-DPS a 251 base attack Tyranitar.

The following will be my team 1 for HP Lugia:
L40 Raikou
L40 Zapdos
L40 Mewtwo
3*L40 Tyranitar

Gengar and Jolteon have better DPS than Tyranitar but are so fragile that I don't think they're worth it. Maxed Tyras are fine since they can almost always tank the first HP.
