Counter/Dynamic Punch. But no real use wasting a TM on it, you could come across a boosted Makuhita at some stage in the future that evolves into one with the perfect moveset.

Keep it as-is.

The best moveset is Counter/Dynamic Punch, but that one is very low level so I wouldn’t recommend using TMs, candy or stardust on it. Makuhita can be hatched from 5km eggs, so you’ll likely get a decent IV one from that, or in cloudy weather you could find a high level one ready to go.
