Jynx is the glass-cannon Ice type, whereas Articuno is an all-around powerhouse as far as Ice types go.

There won't be a more powerful ice attacker until gen 4 brings us Mamoswine.

on pokebattler against dragonite, cloyster, piloswine, articuno are all solid choices. Lapras has the balk but lacks dps.

Articuno is the best ice. But depending on which moves Gardevoir gets, she may make ice type poor choices.
