Best gyarados moveset

I evolved a 96% magikarp for my first ever gyarados with dragon tail/outrage. Is this move good guys? On either defence or offence.
Magikarp is very rare in my area.

Well, you've got two dragon type moves so there is your answer - I don't think its a rank A offensive or defensive MS, but they are same type so you can efficiently defend or attack dragonites.. and kingdras!

Bite/HP is the best offensively but DT/Outrage should prob be a A defensively??

I'm guessing this will be the best defensive moveset, and Bite/HP still best attacking.
