With Beldum CD officially announced
does that mean I should go ahead and evolve a couple decent gastlys into gengars for use in Mewtwo raids without worrying about shadow claw coming back anytime soon?

If you plan on using them for Mewtwo you better evolve them now. If there is going to be a day that Shadow Claw becomes available, chances are it’s going to be after Mewtwo leaves. However, S/C Gengar will be great against Giratina and the Lake Trio.
Chandelure will eventually outclass it, so even if they don’t give us S/C Gengar back, Gen V will give us something even better.
Of the classic nonlegendaries I mean. Legendaries rarely get outclassed outside of other legendaries (or in articuno's case a few pokemon because articuno's well, articuno). alakazam faces a bit of competition from some of the gen 5 psychic types (oddly some were tanky with high sp atk and they actually worked stat wise so they may do the same here)
Not really. The highest base attack nonlegendary psychic in gen 5 is Beheeyem with 221 which is a long way from giving any kind of competition to Alakazam or Espeon. The top 7 spots of psychic non-legendaries by attack stat in all gens are from gens 1-4.
That's why I always say Alakazam and Espeon are lasting investments. Barring a major shift in game mechanics, nothing non-legendary will ever challenge them.
If you have a bunch of good gastly, then go ahead if you think you need another gengar to help you in mewtwo raids.
Keep some of the good one in case the shadow claw is back.
I have enough gastly candy, so personally i keep my good one and catch the 5000-8000 sd gastly from wild, if it decent enough i evolve it, if it very low iv i keep it for trade so my fellow trainer can have a chance to get a decent or good gasty. If it is a lucky one, then it is a bonus..
