Base stat changed?

I powered up my Omastar today and with a single (!) tap on "power up" button its CP jumped from 1791 to 2196 (+405 CP). After that I maximized him and now it has CP 2271 (I'm at level 29). Yesterday I discovered that I can power up once more all my maximized pokemons (exeggutors, poliwraths etc) even though their arc was full.

Ok something is definitely up. My Snorlax, Gyardos, Rhydon, Alakazam, Jolteon, Tauros, Muk, Gengar, Jynx, Golem, Pinsir and Kingler all got significant increases.

I'm really sad though that my Slowbro I was working so hard to max out took a hit and is lower. Also lower is Hypno which I had at 1800+ and is now at 1684. That one really sucks. Nidoking and Golduck also took a hit. So much for my awesome Golduck. :(

Ok so CP changed/increased but other than these guys being higher in a gym does it change anything? Their CP might be higher but are they actually stronger?

Trainers,

We have made adjustments to the CP (Combat Power) of various Pokémon. Some Pokémon, such as Alakazam, Rhydon, and Gengar will have their CP increased. Others will have their CP lowered. These changes will allow a more balanced and competitive battling and training experience in Gyms. We will continue to adjust the CP going forward to improve the game balance when necessary.
The Pokémon GO team

How does that balance the game..??

This definitly doesn't make any sense if they JUST adjusted CPs values.

I mean, I won't pick Flareon over an Arcanine for attacking, despite the first having more CPs now....
