Ok so idk if it is me or everyone, Just seems to be the worse the IV the better chance of the better moveset. Evolved an Egg and got the Ex/SoB Moveset. IVs are not worth evolving but i did because i had so many candies. At this point, should i just use it as an attacker?

Yes, evolve high level mons with crap IVs to attack...In all areas, some are so common, you get unlimited candies pretty much (like Growlithe and Snubbull in the desert).

Man would love common Growlithe spawns. But we have a crap ton of Eevee where i live so there is something i am sure alot of other trainers would like. But thank you, I will wait til the rework to see if they nerf him at all or the moves and spend the dust that way.

I only evolve Pokémon that are 82% and higher (top appraisal wording from the team leader).

And yes, it seems that my 82 & 84% mons always get the best movesets and my 90+ IVs get the worst - it's all relative. 82% is better than 20% so even if Niantic had some algorithm to give the better movesents on lower IVs how does it know that 82 is considered low? I doubt it's smart enough to track an individual players habits and adapt to them.
