Most likely, you won't notice the difference between a 15 Attack Gyarados with 15 Defense/14 Stamina and one with 14 Defense/15 Stamina. You might as well go with the one that comes at a higher level, since the other will require more resources to provide the same level of performance.

2, no question about it. Gary has a very even split of def/hp so which one your IV is tilted towards is practically never going to matter.

If you got a good stack of Magikarp candy in the Kanto event, add that to the Magikarp being really common for the coming week, you can easily do both.

A pokemon's HP is equal to:
(base stamina + stamina IV) * CPM

So, doing the math, a difference of 1 Stm IV is 1 * CPM

The CPM at level 40 is 0.79030001. With rounding that equates to a 0-1 HP difference.

How often has 1 HP mattered? Is that worth the 45,400 stardust and 42 candy to power from level 15 to 24?

If it was a 100% level 15 versus a 98% level 24, maybe just being a 100 trophy could be enough to be worth it. But they are both amazing as 98%, so I'd go with the higher level.

I honestly don’t understand these questions. Both are near perfect and will perform virtually the same in a hundred different uses. The one with the higher level is simply a no brainer, shouldn’t have even been questioned. With this event you should be able to evolve both anyways if you play enough

Im in a similar predicament. I have 2 100% gyarados one with bite/crunch and the other with waterfall/hydropump. I dont know which one to power up. I have over 10,000 candies. What do?
